Radon Testing During a Home Inspection: Buyer, Seller, and Agent Guide

Radon testing during a home inspection is a separate air-quality measurement, not part of a standard visual inspection. Arrange it early enough for the device to remain undisturbed for its required test period, place it on the lowest level that could be regularly occupied, and use the result to decide whether further testing or mitigation belongs in the transaction.

How radon testing fits into a home inspection

Radon is an invisible, odorless radioactive gas that can enter through openings in a home’s foundation. Testing is the only way to determine a particular home’s level; neighboring properties, construction age, foundation type, and local radon maps cannot substitute for a test.

A home inspector may also be qualified to perform radon measurements, but the services should be treated separately. Before scheduling, confirm who will conduct the test, what device will be used, where it will be placed, and whether that person meets applicable state or local requirements.

The EPA’s Home Buyer’s and Seller’s Guide to Radon recommends testing during a home purchase and provides transaction-specific procedures intended to address limited inspection periods and possible device interference.

The testing process

A typical inspection-period test follows this sequence:

  1. Review existing information. Ask for prior test reports and records for any radon-reduction system. Check the test date, location, device, conditions, and who performed it.

  2. Choose the test approach. Real estate transactions commonly use short-term testing because results are needed quickly. EPA guidance describes three options: two passive devices used simultaneously for at least 48 hours, two identical passive tests performed sequentially, or an active continuous monitor operated for at least 48 hours. Device instructions or jurisdiction-specific protocols may require longer.

  3. Select the location. Test the lowest level that could be used regularly, whether finished or unfinished. A future basement bedroom, office, playroom, or workshop can matter even if the seller currently uses only the main floor. Avoid closets, hallways, stairways, crawlspaces, kitchens, bathrooms, laundry rooms, and other areas with high humidity or strong airflow.

  4. Maintain test conditions. For a short-term test lasting fewer than four days, EPA guidance calls for closing windows and exterior doors at least 12 hours before the test and keeping them closed except for normal entry and exit. The device should remain in place and away from drafts, heat, humidity, and exterior walls. Severe storms or high winds can make a very short test unsuitable.

  5. Collect and review the report. The report should identify the property, test location, device, start and stop times, result, and any unusual conditions. Continuous monitors may also show hourly readings or signs that conditions changed.

What the result means for the transaction

EPA recommends fixing a home when the radon result is 4 pCi/L or higher. That is a federal action level, not a boundary between “safe” and “unsafe”: EPA also states that levels below 4 pCi/L carry some risk and suggests considering reduction between 2 and 4 pCi/L.

A result at or above the action level does not automatically mean the purchase must end. Buyers and sellers may negotiate mitigation, a credit, an escrow arrangement, additional testing, or another contract remedy. The available choices depend on the purchase agreement and applicable law.

Edge cases that deserve extra attention

The seller already tested. A prior report may be useful, but check whether the tested area matches the buyer’s intended use. A new test is reasonable when the earlier procedure is unclear, the result is old, the home or HVAC system has changed, or the buyer plans to occupy a lower level that was not tested.

A mitigation system is installed. Do not assume the current level is low. Ask whether the fan is operating, examine the system indicator, review permits or warranties if available, and test with the system operating normally. Clarify who will maintain the fan and alarm after closing.

The home is newly built. Radon-resistant construction reduces risk but does not replace testing. EPA’s new-home radon guidance advises testing after occupancy and activating a passive system with a fan when the home tests at or above 4 pCi/L.

The house has multiple foundations or additions. A basement, slab addition, and crawlspace may behave differently. Ask the measurement professional whether the layout or intended occupancy calls for more than one device.

Renovation is planned. Test before converting a basement or other lower area into living space, then test again after the work because structural and HVAC changes can affect radon levels.

Questions to ask the tester or inspector

  • Are you authorized to perform radon measurements in this state or locality?
  • Which current measurement protocol or standard will you follow?
  • Why is this device and placement appropriate for this house?
  • How will closed-house conditions be documented?
  • Does the monitor record movement, temperature, power loss, or unusual fluctuations?
  • When will the report be available, and who receives it?
  • What would invalidate the test or require a retest?
  • Are measurement and mitigation services financially independent?

Red flags in a radon test

Treat the result cautiously when:

  • The device was placed in a crawlspace, bathroom, utility room, hallway, or another unsuitable location.
  • The lowest potentially occupied level was skipped without an explanation.
  • Windows were open, exterior doors were repeatedly left open, or large ventilation changes occurred.
  • The device was moved, unplugged, covered, or stopped early.
  • The report omits test times, placement, device information, or unusual conditions.
  • The tester dismisses a result solely because nearby homes tested lower.
  • Someone promises that a mitigation system or radon-resistant construction guarantees a particular level.

For a result near the action level, discuss uncertainty and follow-up options with the tester rather than treating a single decimal place as absolute.

Federal guidance versus state and local rules

EPA publications provide federal health and testing guidance, while the EPA’s radon standards-of-practice page links to industry standards for measurement, quality assurance, mitigation, and new construction. These resources do not create one nationwide real estate procedure.

States and local governments may separately regulate tester licensing, certification, disclosures, contracts, reporting, mitigation work, or new-construction features. Requirements can change, so verify the current rule with the state radon office, relevant licensing authority, local building department, and a qualified real estate professional.

Records buyers and sellers should keep

Retain the complete test report, device and laboratory information, signed test-condition documentation, prior results, inspection correspondence, and relevant contract provisions. Give future buyers copies rather than relying on a verbal summary. Owners should also follow recommended retesting and system-maintenance instructions.
